Who We Are


Champlain Pathways to Better Care is a regional initiative that emerged from the Connecting the Circle of Care Mental Health and Addictions Action Plan 2013-16 . This plan actively applies the lens of lived experience to help build and sustain a quality improvement agenda around local priorities. The primary purpose of Champlain Pathways to Better Care is to prioritize and support the implementation of collaborative, cross-organizational, and quality improvement initiatives identified within the 3 year plan.


Champlain Pathways to Better Care will work with others to implement coordinated changes to the Champlain mental health and addictions system – leading to improvements for those with lived experience and their families.  Our focus is on enabling and sustaining change through action, collaboration, knowledge, education, and expertise


David Hesidence PMP, Lean Healthcare Black Belt, Registered Psychotherapist – Program Director

default_profile_imageDavid currently reports to the President and CEO of the Royal Ottawa Health Care Group, and is focused on assessing mental health and addictions needs, identifying gaps, developing new services and transforming service delivery models to fill those gaps.  He is a certified Project Management Professional and a Lean Healthcare Black Belt with prior experience in general, project and product management in a global IT company.  He is a candidate  (2017) for the MSc. in Healthcare Quality Program offered by Queens University.  David is also an addictions counselor in supervised private practice serving the Ottawa community. He has been admitted to the College of Psychotherapy of Ontario as a Registered Psychotherapist.

Andrew Savard, M.A. Human Systems Intervention, B.Sc. – Project Manager

Andrew.SavardAndrew Savard is a senior change management professional with over 15 years of experience in healthcare, including Champlain-based mental health and addictions work, Canadian IT and Ontario non-profit sectors. Working within organizations, and externally as an independent consultant, with large global companies, non-profit Canadian organizations and arm’s length provincial government bodies has provided key insights and experience with all levels of an organization from the board of directors to senior management and front line staff. Project roles include large scale change leadership, management consulting, project management, qualitative and quantitative research, and business development. A firm believer in a strong Canadian healthcare system Andrew seeks opportunities and innovative ideas to align talent, processes, and policy to work for all, especially the clients and family.

Alice Hutton MSc. RPP, MCIP – Lead Facilitator

default_profile_imageAlice is a Professional Planner who has over 15 years of experience working with community and health services at both the local and regional level. Working with Pathways is an opportunity to draw on her planning and evaluation experience and support the program through collaboration, learning and implementation with a focus on continuous improvement. One of her core strengths and passions is assisting and leading groups within complex, interdisciplinary settings while maintaining an emphasis on the social determinants of health and equity.

Mitsi Cardinal MSc. – Decision Support Epidemiologist

Mitsi’s knowledge and skills are founded from an education in mathematics, statistics and methodology, as well as, over 15 years of work experience applied to: chronic disease epidemiology, health surveillance, clinical trial review, and decision support for system planning across numerous health sectors, including community health. Mitsi came to Pathways from the Champlain Local Health Integration Network, and was previously working for the Public Health Agency of Canada federal department.  She holds a three-year MSc. in Community Health from the Université de Montréal.  She is providing leadership in data quality and performance measurement for Pathways, in addition to decision support for a range of projects.

Our Approaches

This primary approach of collective impact helps to guide us in our work as well as other approaches the program as identified as essential to the success of Pathway’s mandate. these additional approaches are outlined below (summaries of these approaches will be linked to the titles in the near future):

Steering Committee

The Steering Committee was created in the spring of 2014 to provide the leadership and cross-representational perspectives to the Program.  The Steering Committee works in collaboration with the executive sponsors of the Program and provide support and expertise to project teams.  This committee reports to the program sponsors, The Champlain LHIN and The Royal. The Steering Committee is a champion of quality improvement, efficiency and effectiveness, and collaborative decision making in support of the shared interests of seamless and appropriate service delivery and recovery.

The membership of the Steering Committee reflects the diversity among the Champlain LHIN’s mental health and addiction providers and those with lived experience.  Membership includes, but is not limited to representation from:

  • Executive sponsors
  • Francophone
  • Community mental health
  • Outside of Ottawa
  • Aboriginal communities
  • Front line staff
  • Family members
  • Program director
  • Individuals with lived experience
  • Addictions programs
  • Clinicians in the hospital setting
  • Addictions and Mental Health Network
  • Clinicians in the community
  • Primary care

Program Team

The program team was formed in early 2014 to lead and undertake the work of Pathways. Initial work of the Program team involved developing initial frameworks/approaches for the Program, as well as, establishing the Steering Committee. The team is now focused on: maintaining the program direction; providing and identifying leadership to Pathways projects; and supporting cross-organizational and collaborative quality improvement initiatives. The program team consists of the staff members;  steering committee co-chairs as well as the executive sponsors.

Project Team(s)

Each project Pathways undertakes has a project team associated with it. This team strives for the successful delivery of project outputs as outlined in the project charter. The project team should include front-line clinicians from the operational area(s) impacted by the project. The specialist expertise required for a project may include clinical, operational, financial, technical, communication, environmental, risk, procurement, contractual and legal skills. The mix of skills and experience will vary by project.  In addition, the Operational Manager(s) is a key member of the project team.

The composition of the team may change as the project moves through its lifecycle. The assessment and selection of people with the requisite skills for each phase of a project is critical to overall success. The skills should be explicitly identified in the project planning process. The project team is responsible for completing tasks and activities required for delivering project outputs. They may be called on to support the Steering Committee by providing reports or information at the discretion of the Project Manager.
